If it were me, I’d run either Process Explorer or Process Hacker and check the CPU levels while watching the person work for a few minutes. My guess is it’s got some kind of real time updating going on that’s hogging Outlook’s little slice of processor. Ifso facto, you can start looking for options that allow for this sort of thing and turn them off until it stops. If yes, then don’t worry, we’re here to fix it with effective solutions.
