Errors in Microsoft 365 files are troubleshooting Outlook startup issues repaired automatically. To start Outlook in safe mode, click on its icon holding the Ctrl key, or enter outlook.exe /safe in the Run dialog box. You'll see a message asking you to confirm that you really want to start Outlook in Safe mode, click Yes. I am not quite sure when this started, otherwise I would have rolled back updates and/or removed recently installed apps. I recently uninstalled and reinstalled Office but it only made the issue worse. In System Configuration, if you select a check box, the related service or startup program runs when you restart the computer. If the check box is cleared, the service or startup program doesn't run when you restart the computer.
Use the Microsoft 365 setup troubleshooter to install Microsoft 365, Office 2021, Office 2019, or Office 2016 on your Windows PC. This option could be useful if you constantly have to wait for Outlook to rebuild its data file when you restart. There are multiple ways for you to send and receive email, and multiple versions of Outlook available. Often there is the option to add sites to a whitelist, and you can give more permissions to Outlook. The easiest way to find out if this is the problem is to temporarily disable your antivirus software and log in to Outlook as usual. If the prompts go away, you'll know it was the antivirus software. It could be an issue with a setting on the account, or it could be something external that is blocking normal functions in Outlook.
